Evaluating current problems and issues that affect the international helicopter community
Much of HAI’s work is done through committees - a vital function of any association. Manned and chaired by HAI members, the committees aid the association in evaluating current problems and issues that affect the international helicopter community. Decisions reached by the committees are approved and put into action by the Board of Directors, the members, and the HAI staff. The wide range of work covered by each of the 13 committees can be seen below.
The Aerial Firefighting and Natural Resources Committee maintains a communication link between commercial helicopter contractors and the public agencies that use helicopters. The Committee informs the HAI Board of Directors of action by government contracting agencies affecting the helicopter industry; and communicates the position of HAI operators regarding government contracting to government agencies.

The Air Medical Committee is dedicated to enhancing safety within the medical transport industry by focusing on standardization and training
The Flight Operations Committee includes individuals with extensive operational expertise, aviation managers, avionics manufacturers, and individuals with background in managing and conducting flight testing activities. The Committee actively participates in initiatives to improve VFR/IFR regulations, flight procedures, helicopter routes, charting, and the Aeronautical Information Manual. The Committee has worked to develop a joint government and industry "teaming" process. This allows increased helicopter industry involvement in the prioritization, planning and execution of flight testing activities.
The Fly Neighborly / Environmental Committee strives to increase pilot participation in, and public awareness of, HAI's voluntary noise abatement program for helicopter operators. The Committee coordinates Fly Neighborly activities with regional associations and other HAI Committees. The Committee developed the Fly Neighborly Guide, "Fly Neighborly" video, and the Fly Neighborly Training Kit.
HELI-EXPO Fly Neighborly Session Brings Some Surprises
The Government Service Committee promotes the use of helicopters within the realm of public service including for example: law enforcement, natural resources, and public utilities at the local, state, national and international level; acts as a gathering and disseminating point for information needed in the establishment and promotion of helicopter operations and specialized equipment; and provides a vital communication link between HAI and other organizations, such as the Airborne Law Enforcement Association, the International Association of Chiefs of Police and the Interagency Committee for Aviation Policy. The Committee's effectiveness and success lie in the interaction and direction received from its constituency, and in blending other HAI Committees' goals with this Committee's goals.
The Helicopter Tour Operators Committee's top priorities are: 1) supporting multiple-user access to National Parks; 2) educating the public on the environmentally-friendly quality of air tours and the vital assistance they provide to disabled persons; 3) advancing air tour safety; and 4) promoting "Fly Neighborly" practices. The Committee also works closely with HAI Staff to address regulatory and legislative changes affecting the tour industry.
The Heliport Committee promotes the development and use of public- and private-permission heliports by developing guidance material for members and planners, and working with government agencies on heliport design criteria and related issues. The Committee also develops marketing strategies and materials to educate civic leaders on the transportation advantages and economic contributions of community heliports.
Helideck Resources
The HAI Restricted and Experimental Category Aircraft Committee is established to facilitate the safe integration and support of restricted and experimental category aircraft into the National Air Space (NAS). The committee works to identify and evaluate safety, operational and support issues, and to assist in the development of policies and best practices to enhance the safety and efficiency of restricted and experimental category aircraft operations.
The primary objective of the Safety Committee is to improve hazard and risk identification, assessment and mitigation, with the result of eliminating accidents and fatalities in the helicopter industry. The Committee seeks to advise and educate the helicopter industry on safety issues.
The Technical Committee actively supports technical areas of the helicopter industry. The Committee facilitates dealings with government agencies and serves as the Technical Task Force for reviewing relevant regulations and responding to proposed changes. The Committee sponsors the Manufacturers' Technical Briefings at HELI-EXPO® and continues to encourage use of the Maintenance Malfunction Information Report (MMIR).
The Training Committee's goal is to enhance safety and quality in training. The Committee makes recommendations on existing and proposed rules, regulations, policies, and initiatives that affect the helicopter training industry. In addition, the Committee monitors technology advancements as they apply to flight training and the helicopter community.
The HAI Unmanned Aircraft Systems (UAS) Committee is established to develop programs, policies and guidance to facilitate the safe integration of helicopters and unmanned aircraft into the National Air Space (NAS). Working closely with government agencies, the committee aims to develop best practices to enhance the safety and efficiency of manned and unmanned operations alike. The UAS Committee also assists HAI operators, manufacturers and maintainers in their efforts to integrate unmanned systems into their operations, and to promote a pro-active foundation of cooperative communication between all sectors of manned and unmanned aviation in shared airspace.
The Utilities, Patrol, and Construction Committee promotes the safe use of helicopters in all applications within the utility industry, including patrol, inspection, and construction. One of the main goals of the Committee is to develop and promote safe standards and guidelines for helicopter operations in the utility environment.
